Redispatch 3.0
Redispatch and marketing of unutilised flexibility from micro installations behind smart metering systems
The aim of redispatch measures is to coordinate power plants and consumers in such a way that overloads are avoided and the electricity grid is made as resilient as possible. In order to counteract high electricity prices due to unbalanced grid planning, numerous new regulations, known as Redispatch 2.0, came into force on 1 October 2021 with the Grid Expansion Acceleration Act (NABEG 2.0). From now on, bottlenecks are to be avoided by selectively throttling or increasing the feed-in of renewable energy and CHP plants from 100 KW.
The Redispatch 3.0 research project, which was launched on 1 January 2022, goes one step further: the project aims to optimise the integration of low-voltage systems and the cooperation and exchange of information between distribution system operators (DSOs) and transmission system operators (TSOs). The objectives of the research project, which is funded by the Federal Ministry for Economic Affairs and Climate Protection (BMWK), are multifaceted: The share of renewable energies is to be increased through higher utilisation in the electricity grids, while the operating and investment costs of distribution system operators are to be reduced.
In addition, grid-supporting contributions from decentralised systems, particularly in the provision of ancillary services, are to be promoted. The project focuses on the economic development of additional flexibility potential in low voltage and its use for ancillary services at all grid levels. Research into real-time-capable and resilient digitalisation concepts as a prerequisite for reactive grid management is also being driven forward.
Fifteen partners from industry, research and transmission and distribution grid operators, including emsys grid services, PSI GridConnect, KISTERS, EWE Netz, MVV Netze, Fraunhofer Institute, TenneT TSO, 50Hertz and TransnetBW, are involved in the joint project Redispatch 3.0 and the further development of the concepts from Redispatch 2.0. The project, coordinated by the Oldenburg research institute OFFIS, will run until 31 December 2024.
